The seventh cycle of the “Public Dialogue on Sustainable Energy Use in South-East Europe” project was organized in the town of Gostivar. At the debate, the representatives from the municipalities of Polog Region as well as representatives from the local NGO’s and businessmen who deal with energy efficiency presented the challenges they face in terms of the energy efficiency. In regards to the municipalities, it was highlighted the need of an additional financial help in the process of developing the three years municipal energy programs as well as financial aid for boosting the investment tempo. They called for establishing National Fund for Energy Efficiency – a mechanism which in their opinion will change positively the current situation in terms of finances. Local NGO’s said that this fund has to be open for these organizations too, especially for awareness raising campaigns and other ground activities. Also, it was said that both municipalities and NGO’s have to improve their expert capacity which would affect the implementation of the legal provision in regards to EE, but also it would contribute to the project developing phase. The representatives from the companies asked for greater cooperation and collaboration both with local governments and NGO’s, but they stressed that as a prime measure raising the public awareness has to be set. The last public dialogue is this week in Kumanovo, whereas the final event and the presentation of the findings from all of the debates will be held in December.
ПРОДОЛЖУВААТ ЈАВНИТЕ ДЕБАТИ ЗА ЕНЕРГЕТСКА ЕФИКАСНОСТ
Седмиот круг на јавни дебати во рамки на прокетот „ Јавен дијалог за одржливо користење на енергијата во ЈИЕ“ се одржа во Гостивар. На дебатата, претставниците на општините од Полошкиот регион, како и претставниците од локалните невладини организации и компании кои се занмаваат со енергетската ефикасност, ги претставија предизивиците со кои се соочуваат во поглед на оваа пробелматика. Во однос на општините, беше нагласена потребата од дополнителна финасиска помош за изработка на тригодишните енергетски програми како и финансиска помош за останатите проекти и активност од областа на ЕЕ. Повикаа за формирање на Фонд за енергетска ефикасност што според нив ќе ја подбри сликата и темпото на инвестиции. Дополнително, невладините организации побара овој фонд да биде достапен и за нив особено во делот на кампањите за подигање на јавната свест за ЕЕ. Исто така беше нагласена и потребата од засилување на кадровскиот потенцијал кај општините, но и кај НВО, што би резултирало со навремено исполнување на законските обврски за ЕЕ, односно квалитетна изработка на проекти. Претсавниците на компаниите побараа засилена соработка со локалните власти и НВО, но потенцираа дека како примарна мерка треба да се предвиди зголемување на јавната свест. Последната дебата ќе се одржи во Куманово, а крајниот настан и презентирањето на наодите од сите дебати ќе се случи во Декември.
