Facing ongoing and future structural changes requires an increase of the employability of the workforce which can help foster innovation and the adoption of new technologies as well as boost productivity by speeding up the reallocation of labor from less-skilled/less-productive activities to higher skilled and more productive ones while at the same time improving the wellbeing of workers. Education and training are important and so is their flexibility and incentives to take them on in order to respond more promptly to emerging skill needs especially in countries such as Macedonia characterized by high unemployment, long term and youth unemployment and abundance of low skilled workforce.
